Review existing procurement policy and practice, with particular

This review would the cover the following:
- Purchasing organizational structure who does what and
where
- Current procurement practice the procurement process from
requisition to order and the documentation used at each stage
- Current expenditure profile analysis of spend by products
& service and by supplier
- Current Supply Chain Strategy the process for approving
suppliers and subcontractors, for identifying strategic partners
and for measuring their performance over time
- Procurement systems review of existing IT systems and
in particular the database of approved suppliers and subcontractors
- Co-ordination of procurement review of corporate agreements
for the procurement of commonly used goods and services
Develop Supply Chain Management Strategy
Establish a Supply Chain Management strategy for both Suppliers
and Subcontractors that will:
- Define and publish a Supply Chain Management vision.
- Develop and document a process for approving suppliers and
for selecting strategic supply chain partners.
- Define and publish rules for the use of approved suppliers
and strategic partners, taking account of their capability
and their past performance.
- Develop an effective means to evaluate supplier performance
on an on-going basis through regular performance measurement.
Supplier Development Programme
Develop and deliver a program of facilitated workshops, utilizing,
internal and external guest speakers, as appropriate, to promote
best practice techniques and raise overall performance of
Supply Chain Partners by:
- Exploring the differences in performance identified through
the measurement process
- Investigating the reasons for the best and worst performance
- Highlighting examples of best practice and sharing them
across the supply chain
- Identifying target areas for improvement
- Aligning / Improving / standardizing processes
