Users (system administrators) can create their own performance measures in the system without need for software changes.

Performance measures are defined in Templates, using the Template Definition Wizard. There is no limit to the number of Templates or to the number of measures within a Template. Standard Templates are available for all Constructing Excellence Headline & Sector KPIs.

Each performance measure has its own user defined target score, weighting and expected performance range. Scores for measures are also expressed in percentage terms for ease of comparison The system supports several different types of performance measure including: multiple choice questions and answers, formula derived scores, percentage and number scores, scored text, and un-scored text measures.

When defining individual measures, guidance notes can be added and entry of comments can be made mandatory. Guidance notes can be viewed by a user when they are inputting performance data and if comments have been set as mandatory the user will be forced to provide details when completing Scorecards.

The system also supports "Child Templates" which allow performance measures to be calculated from scores entered in another "Child" template. This gives users the ability to drill down through the performance data to identify target areas for improvement.
