The Highways Sector
BSL works with the Highways Agency, Transport Wales, Department
for Regional Development Northern Ireland (DRDNI), Local Authorities,
Design Consultants, framework contractors and members of the
professional team involved in the design, delivery and maintenance
of the road network across the UK.
CAT
eContrack Benchmark is the data collection tool used by the
Highways Agency to collect and assess the annual CAT (Capability
Assessment Toolkit) scores

BSL administers The National Highways Best Value Benchmarking
Club; the Club is sub-divided into the areas of Highway
Works and Highway
Design
The two divisions operate in parallel, a committee drawn from
the membership manages each division, and each has adopted
measures that reflect the requirements of the different disciplines.
Members of each division are provided with access to a shared
database and a common set of measures whilst ensuring the
anonymity of members' data.
